Tom served as the Director of Information Technology for the City of Grand Rapids, Michigan for over 25 years. He retired from the City in June of 2007. Tom serves as Owner of his own technology consulting firm, Quill Consulting, LLC.
In April of 2007, Tom was inducted into the National Honor Society
Pi Alpha Alpha (http://www.gvsu.edu/spna/paa.html) for his many years of public service.
Tom was awarded the “Leadership Award” at the 2006 Michigan Digital Government Summit (http://www.michigan.gov/dit/0,1607,7-139--153490--,00.html).
He led the City’s IT Department from “Punch Card” to “Mobile WiMAX” technology. Tom has been featured in local, state, and national publications with the most recent articles regarding the WiMAX project. Tom served as the CIO for the City and reviewed all computer and telecommunication transactions.
He has over thirty-three years of experience on a multitude of projects and negotiating contracts and outsourcing agreements. Tom has worked for Financial, Manufacturing, and Governmental organizations.
Tom has worked collaboratively with State, County, and local governments on issues of emerging technologies, sharing best business practices, and strategic directions. He has lobbied on behalf of local government with the Michigan Legislature regarding the Michigan Telecommunications Act. Tom is a frequent speaker at local, state, regional, and national conferences regarding a variety of technology and management issues. Tom is a graduate from Michigan State University.
